The purpose of the present review is to contribute to discussions on inclusive education and school development with an emphasis on systematic values and character education in primary schools. The study summarizes some patterns of moral and character development of pupils and points to the significant role of schools in their next development. It highlights the in-depth transformation of educational priorities and the school culture, based on the concept of character education in the holistic view of Jubilee Center (2017) and prof. Berkowitz (2020). It specifically draws attention to the personal dimension of values and character education, in terms of an educational impact of a favourite teacher. It highlights that a teacher worth following can notably influence character and values orientation of his pupils. The study deals with some of his characteristics that occur in the literature. The study further describes the contribution of values and character education for promotion of health and flourishing life of all people involved in education. In the context of the salutogenic concept of health (Antonovsky, 1996), the study shows values as salutary factors (factors actively supporting health). Reflects on their key characteristics, the meaningfulness available to deliver meaning, and their willingness to support the resistance of pupils. The study draws a wider relevance of values in the context of an inclusive school that it supports by linking the theoretical basis of salutogenesis with those of values and character education.
